Navigate to the comment you want to respond to, by either 1) clicking on a comment icon on the canvas, 2) locating the comment in the panel or 3) by clicking on a notification email. At the bottom of the thread start typing in the box where it says "Write a comment".
To tag more users or markups, use the @ symbol or button and selecting them from the list.
